Often you'll hear UN Agenda 21's primary elements referred to as a "three-legged stool": Economy, Ecology, and Social Equity. You'll see this image:
Where the elements come together in the middle is the 'sustainable' balance that is the supposed goal of the restructuring of every aspect of your life.
In 2004 a 'world congress of cities' was formed to comment on the part that 'culture' plays in re-crafting identity. Out of that congress the fourth pillar emerged: Culture.
This group, United Cities and Local Governments, says it represents half the population of the world but you've never heard of it.
So what could this mean? The fourth pillar of UN Agenda 21 is CULTURE. Think about some of what we're seeing around the world:
Across the United States, the indigenous people, Indians, are opening casinos. Indians are considered a sovereign nation within US borders but receive federal funds and assistance. Tribal heads who were not elected by tribe members are running the tribes like dictatorships and dis-enrolling members of their tribes who dare to challenge the ruling establishment of tribal councils. By the stroke of a pen an Indian becomes a non-Indian.
Cultural events often take place in rural areas, but less and less people are able to survive in their traditional rural towns. Regulations, restrictions, and outright prohibitions on timbering, fishing, ranching, and other rural pursuits has left an indelible mark on 'cultural' America. If you're not indigenous you lose your right to work your land.
The emphasis on tourism has relegated culture in many places around the world to folk dances and ethnic meals provided for the consumption of outsiders. Economies in some areas are dependent on the entertainment of these consumers of culture, and town centers are turned into pseudo-museums for their pleasure. Often authentic members of these areas are unable to afford their own 'culture' or find it to be commercialized into a caricature of the past. The preservation of these living museums may mean that anything that isn't scenic has to go away, even it means economic collapse.
Culture may be defined as modern dance and art learned and produced in a university setting with all of the requirements that academia demands. Analyzing the creation becomes the culture itself.
New rights are being granted: positive rights. Positive rights can be taken away or granted, unlike the rights we have guaranteed by the United States Constitution. Our constitutional rights are those we are born with, they can't be taken away or granted by a government -- just protected by it. UN Agenda 21 'rights' are really privileges designed as rewards and punishments. Discrimination will extend to anything which acknowledges difference, but only when it is being done by others. You'll be a 'hater' if you note unfair advantage, manipulation, or discrimination against the traditional mainstream. Culture is something to be used as a tool in the manipulation of demographics. The emphasis on diversity, on empowering women and youth, and the poor, and others formerly less attended to by society means that culture is defined by the 'other' rather than by those who live it. It is externalized, commercialized, romanticized, and politicized for the benefit of the elitist consumer while the exploitation of the social group is carpeted over in green.
When you contemplate what culture is, you'll find yourself reflecting on agricultural, rural values; you'll think about nature and the seasons and crops; you'll think about longtime communities of friends and family; you'll think about religion and ritual; you'll contemplate courtship and marriage, and childbirth, and death. Culture is the human being's journey through life and beyond.
United Nations' Agenda 21 is a sham imitation of this. It is the green mask of concern for the continuation of life covering a goal of pushing humans into urban islands of human habitation. This densely urban life of stress and economic deprivation is 'the new poverty' or the new austerity that redefines the individual's relationship to his/her government. UN Agenda 21 empowers the regional unit, whether it's in the Americas (example: Cascadia) or Europe (Danube Region: Centrope) over the nation and its manageable, responsive units. We are becoming hapless targets of the Mega-Corporations in their rush to exploit a moveable workforce taught whatever corporations need us to know in order to produce their widgets. Huge corporations sell you what they tell you you want, and you buy it. Smart Phone? Tracking device with built-in GPS. Video Games? Sociopathic training designed to develop action without introspection. ATT or Comcast Home Security? In home video surveillance. This is your culture now.Merry Christmas.
CULTURE IS THE FOURTH PILLAR OF UN AGENDA 21. Refuse to cooperate.Expose collaborators. RESIST.
This afternoon CSPAN aired a program on American defense strategy hosted by the Aspen Institute's Strategy Group. This panel discussion included former undersecretary of Defense for Policy (President Obama) Michele Flournoy, and former National Security Council member (President George HW Bush) Philip Zelikow. Both are members of the Aspen Strategy Group as are Condelezza Rice, John Podesta, Madeleine Albright, and Dianne Feinstein, to name a few. The Aspen Institute is notorious for being the think tank behind national policy. The discussion centered on how to manage a military that is expensive and getting more so.
John Negroponte, former ambassador to the UN and the first director of the National Intelligence Agency (George W. Bush) made a suggestion about an hour and 14 minutes into the discussion."Why," he said, "doesn't the United States do some 'capacitating' with the UN Peacekeeping Forces? It would be much cheaper. In fact, in a word, outsourcing our military requirements to the UN would be an order of magnitude cheaper."Both former undersecretary of Defense for Policy Michele Flournoy and former National Security Council Member Philip Zelikow agreed that this would be a good idea.

UN Agenda 21 is strongly present in Europe, though few are aware of it. One hundred and seventy nine cities are members of ICLEI, including some of Europe's most populous: London, Madrid, Rome, Berlin, Amsterdam, and Copenhagen. All European countries agreed to UN Agenda 21 at the Rio Earth Summit in 1992. Many, like Denmark, changed their planning and zoning acts to require Local Agenda 21 implementation. Some cities, such as London and Copenhagen, have created 'iron rings' around city access points in order to charge tolls for those entering. Vehicle license plates are photographed and registered electronically, and toll charges are sent directly to vehicle owners. Surveillance, monitoring, and tracking. In the US, the Golden Gate Bridge recently switched to this system. As countries become more and more urbanized and populations are concentrated into these centers, less people are able to understand what life is like for the farmer who struggles against Codex Alimentarius regulations for food production. Property owners have a tenuous grip on their land as restrictions on water, access to non-GMO seed, and cost pressures force competition with major corporate producers. As the local farmer loses his or her land the corporations increase their control of global systems.The European Union has recently indicated that it wants armed drone capability for 'security and surveillance.' The European Council will decide in December 2013 whether or not to permit this increase in regional power. Regionalization, as Zbignew Brzezinski said in 1995, "is the pre-condition for...genuine globalization..because thereby we move toward larger, more stable, more cooperative units." The European Union is an example of a so-called trade agreement that morphed into the desired interim goal: Regional governance. The upcoming Trans-Pacific Partnership (US and 12 Pacific Rim nations) plus the TransAtlantic Trade Investment Partnership (US and EU) will begin the finalization of the ultimate step in globalization. As the slideshow accompanying this article indicates, the mood of Europe is anti-nationalist imbued with the uneasiness of economic uncertainty. A perfect pre-condition for full globalization.
Another Fourth of July that rings hollow.
Let's run it down:
A man is living like a hunted animal in an airport across the world because he exposed a secret. The secret is that our government is spying on us. The Russians say he can stay in Russia if he agrees not to release any more secrets and he refuses. A traitor or a brave patriot? I say he's a patriot.
Lt. Bradley Manning exposed, among other things, that our own military committed crimes. His reward? Prison and torture.
Men and women like you are going to their government meetings, waiting for hours for the three minutes allotted to them for public comments, and speaking the truth to their 'representatives.' Those representatives sit like tin gods in judgement and do not respond. Why? Because they themselves are managed by large organizations like the National Association of Regional Governments, and the League of Cities, and the International Association of Cities and Counties, and the National Association of Counties. All of these groups work with ICLEI. They provide the statutes and laws and ordinances that you struggle against, and tell corrupt city attorneys to fight you.
The joke's on us, isn't it? We pay for it. We vote for it. We support it. Those of us who just can't believe that our government would do a thing like that. Or who think that the bureaucrats are just too stupid to know what they're doing. Or who figure that no conspiracy could be possible that involves so many people.
In a way, that's true. Because people who are willing to go along to get along are in the majority and they always will be. These are people who are trained from kindergarten right through graduate school in Sustainable Development principles. They think they're doing the right thing. When we encounter them at government meetings we're always told that we are afraid of change or we're anti-government. They grow up working in consensus, always surrounded by people who agree with them. They can't take the stress of rejection and dissent. Their world is simple; black and white, right and wrong, hot and cold. Going against the consensus means loss of 'community' for people who have been working in a cohort since they were in pre-school. They don't see it as a conspiracy--to them it's just working together on a common goal. Communitarianism.
As you watch nations devolving in the Middle East and see millions in squares risking their lives ask yourself when it's alright for one nation to arm the citizens of another in order to overthrow a government. What if that happened here?
On Independence Day we ask ourselves what it means to be free. We ask ourselves what 'life, liberty, and the pursuit of happiness' means when our nation moves into $17 trillion in debt. We speak out as all around us our cities and counties are forming regional alliances that are destroying our representative form of government and erasing jurisdictional boundaries.
Those of us who are conscious and aware must be the brave ones who inform the rest. What does this mean: "Land of the Free, Home of the Brave"? To me it means keeping a republican form of government. Adhering to the Constitution. Fighting for what is right, for the individual's rights.
We are snowed in on the Fourth of July but we'll dig ourselves out. Every day we expand awareness and dispel the fog of lies that surrounds us. Being free takes work. It's not fireworks and hot dogs. It's long hours, public meetings, and flyering, and speeches, and lawsuits, and yes, bravery. It's been a long time since 1776 and we have slipped. Let's get it back. Stand with us.
AWARENESS IS THE FIRST STEP IN THE RESISTANCE.
On C-Span right now is a replay of a European Parliament debate concerning revelations of alleged U.S. spying on Europeans. The so-called leaks, courtesy of Snowden, have made the issue of US-EU differences in law concerning data collection and analysis an issue. So what is the solution to this dilemma? Drum roll please....

It turns out that there was already a negotiation in progress. The
U.S. and EU have been been in negotiation on an agreement. Notice that the date on this announcement is May 30. Snowden got press attention on May 20. It should be noted that even though Snowden's press conference occurred before the USTR announcement, even the discussions on agreements like this one occur a long, long time before any public announcement was made.
Always with these events that the press makes a big deal about, if you just wait a week or two, the real purpose will always be revealed if you are watching.

When I saw the name of the brave man who released the truth about the US government's search of our communications without a warrant I was struck by the connection to Joseph Heller's classic book Catch-22. The 1961 novel is about the insanity and absurdity of war and the men who run the bureaucracy that keeps it going. The term 'Catch-22' has filtered into our language to mean being trapped in a situation from which there is no escape, even when we see the damage it's doing to us.
Edward Snowden is the ex-CIA defense contractor working for Booz Allen who blew the whistle on the extent of data collection by the government. He is now seeking asylum outside of the US in an attempt to avoid life imprisonment for the release of government secrets. The absurdity of this is fully apparent: he will go to prison for releasing the secret documents showing that our government is secretly obtaining and reviewing our secret documents and communications. This is a Catch-22 situation.
There is a character in the novel Catch-22 named Snowden. Snowden dies near the end of the book and symbolizes the descent of man to the condition of animals who live and die without reason. The basis of Catch-22 is that the war is crazy and you can only be discharged from it if you are medically discharged as being 'crazy.' But the catch, Catch-22, is that if you try to get a discharge for being crazy you must be sane, because only a sane man would try to get out of the war. Therefore you cannot be released from duty. Do you see the parallels to the present day Snowden and our national ideal versus our nation's reality?
We have been forced into a condition where, as Senator Lindsey Graham said the other day, anyone who objects to losing their privacy rights must be guilty of a criminal act against the government, because if they were not guilty they would not object. Catch-22.
Edward Snowden, the whistleblower, has put the United States government in a position where it must acknowledge that our security is not secure, and it is not there to keep you safe. The purpose of national security is to spy on you. If you object to this violation of your constitutional rights you are a suspect. Will we allow the United States governance machine to sacrifice Snowden to its dehumanizing, technological system? Will this Snowden, like the Snowden in the novel, be killed as a symbol of the collapse of humanity?
CATCH-22 is AGENDA 21
Read the following carefully. It is the blueprint for the disintegration of established systems, and you are seeing it all around you, now. This article is specifically about the educational system but it applies to every aspect of our cultural, political, economic, and environmental systems. Second order changes are in progress right now, and that is why nothing seems to make sense.

THE 1990–91 (WINTER) ISSUE OF OUTCOMES, an educational journal devoted to discussion of Outcome-Based Education and the problems associated with its implementation (teachers’, administrators’ and community resistance) published a remarkable article entitled “Paradigm Change: More Magic than Logic” by John C. Hillary.
The reader should remember that the manipulation of classroom teachers and administrators discussed in this article is standard operating procedure in most schools undergoing “restructuring.”
Excerpts from Hillary’s article in Outcomes follow:
The deeper changes that frustrate leaders and threaten followers are planned second-order changes.... These changes intentionally challenge widely shared assumptions, disintegrate the context of “organization” and, in general, reframe the social system. This, in turn, generates widespread ambiguity, discontinuity, anxiety, frustration, confusion, paranoia, cynicism and anger as well as temporary dysfunction. Such trauma often builds to the point that leaders abandon their efforts.
The most disruptive changes—second order changes—on the other hand, call into question the entire context of organization. Such multidimensional changes not only challenge the content of each domain but also disrupt the alignment among them. Paradigm change is therefore not only traumatic in and of itself, but also challenges other attributes and disintegrates the relationship among all domains. The eventual outcome of such change is “transformed” or “renewed” organization.
The new vision for schooling suggested by contemporary educators represents a significant “second order” challenge to school organization.
The leader of planned second order change will be regarded as out of context by the organization. If he thinks and behaves in accord with a vision that
requires second order changes, he has no choice but to violate or challenge the established culture, mission/purpose, and paradigm of the organization.
From the existing frame of reference, such behavior will be seen as illogical. Powerful and pervasive psycho-social forces will bear down on the renegade in a relentless organizational effort to bring him back into alignment. Unless the leader succeeds in progressively bending the pervasive frame, persistence is increasingly risky.
During second order change, the organization must face and hopefully pass through a period of widespread psychological ambiguity, social disconnectedness and general confusion....The requisite disintegration of the existing culture, mission/purpose, and paradigm disrupts the organization’s frame of reference. During this time, there is little or no clear and consistent context to guide the thinking and behavior of members. In social systems, this condition produces dysfunction, anxiety, frustration, disequilibrium, and systemic chaos.
The instigator of second order change must consistently behave in ways that will not make sense when framed by the existing context. With time and leadership, the organization environment must move from initially and
naturally selecting against the innovation to selecting for the innovation.
The extinction of the old way of doing business is the desired outcome. Hence and with time, the risk should gradually shift away from the innovator and toward those who persist in holding on to “the way it’s always been.”
The Golden Gate Bridge has gone to all electronic payments--the first toll bridge in the nation to do so. What this means is that every single vehicle that passes through the toll plaza will be photographed and tracked. How long before all toll-ways follow? Red light cameras. Bus cameras. Routing cameras. Vehicle cameras. Security cameras. Surveillance cameras. Is the Utah Data Center facility going to be large enough for all of this data? Only the Cyclops knows. Creating a culture of surveillance and fear to keep you passive and obedient.The Fusion Centers located all over the US are committed to collecting and analyzing information about you. Your financial, physical, social, legal, political, and travel activity is tracked. State/Local government - Electronic transit cards transactions; electronic toll collectors; vehicle information and location data captured by license plate readers; public transportation video/audio surveillance systems And another comforting thought from the National Security Agency and the CIA: The Central Intelligence Agency has publicly committed to increasing its data collection efforts. CIA Chief Technology Officer Gus Hunt explains why: "The value of any piece of information is only known when you can connect it with something else that arrives at a future point in time. Since you can't connect dots you don't have, we fundamentally try to collect everything and hang on to it forever." This little parable was written in 1963 and takes place after a coup d'etat. The setting is a classroom where Clavell shows how easy it would be to convert the hearts and minds of children from one form of government to another. Often this information is gathered with your cooperation. Withdraw your participation. Refuse to make your personal data available. The lie is that you own it. The reality is that your information is made available to private corporations, governments, universities, non-profit organizations and others who either buy it or lay claim to it through UN Agenda 21's commitment to data sharing.
The idea that information is private has evaporated in the technological age. We are in the era of Total Information. What that means for you is loss of ownership and control of the most vital elements of your existence. This is not an exaggeration. Your genes have been mapped. Your personality factors are being evaluated for terrorist tendencies. Your communications are being stockpiled. Your history is being compiled. You are being profiled. This is UN Agenda 21/Sustainable Development.
Let's make 2013 the year that we work together to spread awareness of UN Agenda 21. We will inform our elected officials. We will speak out to block laws and regulations that implement UN Agenda 21. We will hold elected officials accountable to our constitution. We will refuse Smart Meters. We will expose ICLEI in our cities. We will fight regionalization. We will reach critical awareness by every means available to us. We will stand strong.
This is our year. 2013. We will prevail.

Here it comes. Besides the car that drives itself (see the Google vehicle in the photo) and hopefully takes you where you direct it, we've got a new surprise in store. From National Public Radio's Marketplace program December 21, 2012:Here's the next big thing in car technology: biometric monitors. They could one day be used to track everything from a driver's stress level to blood-sugar levels. Ford, Mercedes-Benz and Lexus are among the carmakers that are busy doing research to take us down that road.
Ford technician Jeff Greenberg, who is leading the carmaker's research into the use of biometric monitors, says the car of the future could be equipped to keep track of you in much more intimate ways. Among the monitors that Ford has been researching, he says, are sensors embedded in the steering wheel that can measure galvanic skin response -- "basically how sweaty your palms are," he explains. Seat belt sensors can monitor breathing rates.
Based on what your car decides, Greenberg says, your cell phone might not ring through at just the moment you're likely experiencing sensory overload in heavy traffic. This is a graphic expression of one of the many Happiness Indexes floating around on the web. Green is happy, red is miserable. Looks like the Central Americans, Ecuadorans, and Mexicans have the lock on happiness from this map... Have they had any school shootings? Or just wars and drug violence?
Everyone is asking 'Why are these kids going crazy and shooting up schools?'
Let's consider some potential reasons.
For the last 20 years, with increasing frequency and intensity, children have been taught that the planet is dying and that they are the cause.
They're also taught that they have the power to save the planet.
Considering the fact that children are the most powerless of all people, this is an irresponsible thing to teach a child. The pressure and responsibility of saving the planet is fierce.
Children are fearful, stressed, and learning non-violent communication at the same time that they are playing violent computer games. They are told that everyone is equal but that they are bad (unfair) if they have more than someone else. They're taught that bullying is bad and then they're uncertain about exactly what they can say and what they can't. Children are taught to trust community, and are also told that there are people who would steal them away--strangers who look just like everyone else.
Children are taught sustainable development principles from the time that they're in kindergarten. These principles are in every course and continue on until post-graduate school. I was sent a book that is used in third grade: Rethinking Mathematics. This book teaches students that every point of view is valid and should be considered, even when it is mathematically incorrect. Is two plus two equal to five? Let's give that some consideration because no one should be made to feel wrong. What this does is to destroy certainty. Mathematics is beautiful because no matter how many times you do a calculation, if it's done correctly you'll get the same answer every time. Certainty. The joy of certainty is destroyed for children, and rigidity is substituted in its place. Rigidity in thinking 'sustainably.'
Just like most people, children are on drugs. Mind altering, psychotropic drugs that many of them expect to be on for the rest of their lives. Many of these anxiety drugs have 'side-effects.' What is a side effect? The risk that psychological collateral damage may result from taking something to make you feel better---it's a mind-altering Russian roulette.
And sometimes the guns are real.
The world is a dangerous place. Artificial scarcity, panic over global warming, fear that farmland and water sources are disappearing--all of this is UN Agenda 21/Sustainable Development. Fear is a vital element of this plan. Panic is necessary to block your ability to think clearly and to question. You must act. How can you be happy when you're taught that children are starving in Ethiopia and baby wolves are being killed and it's because you're using too much water when you're brushing your teeth? Children are being used as levers to change society and manipulate their parents.
UN Agenda 21/Sustainable Development is the green mask--the vision of the glorious future. The joy of future sustainability--how beautiful it will be when we all ride bikes and take the train and live in apartments on the train line and work at non-profits that operate on the Triple Bottom Line: Planet, People, Profit. We will no longer think about gross national product; we will think about our Gross National Happiness. Oh, glorious day when we will beat our swords into plowshares and return to peasantry. Oh, the Neo-Feudal state we will enjoy when 'education' is openly and totally about behavioral modification and training.
We are there. This is the state of the 'educational system' now with Direct Instruction, Common Core, Mastery Learning, Outcome Based Education. Children are being manipulated. Their open and impressionable minds are being taught to think in consensus, to be manageable and measurable and predictable and to answer the question the right way and to value sustainability above all else or the planet will die. They must be HAPPY. It's the New Poverty! It's the Peace on Earth! You must analyze every feeling and then share it with everyone in your class, children, because how will we know that you're HAPPY?
Children are being driven insane in schools.

Musing on the question posed by Ernest Hancock at Freedom's Phoenix: Should one stay and fight or flee? This is my article for his magazine:
As you can imagine I've thought about this a lot. It's a bit like asking whether you'd like to eat a nice meal or dig a ditch. Of course you'd rather eat, but there's that work that must be done.
In the case of fighting to expose and stop UN Agenda 21/Sustainable Development in your city and nation, the truth is that there is nowhere to go that isn't implementing it, now. UN Agenda 21/Sustainable Development is the action plan implemented worldwide to inventory and control all land, all water, all minerals, all plants, all animals, all construction, all means of production, all energy, all education, all information, and all human beings in the world. INVENTORY AND CONTROL. You won't see it called Agenda 21--it is a stealth plan in plain sight; a global plan that is implemented locally. When you're looking for it remember: Inventory and control.
We're not quite at square one anymore and people all over the world are speaking out and identifying what Agenda 21 looks like in their town. Whether it's called Horizon 2025 or PlanNY or OneBayArea, or Imagine Calgary or Hanoi Center Regional Plan 2030, it's the same plan. And the same Delphi mind-control technique is used to get you to accept the plan for regional governance: visioning. Visioning techniques are designed to indoctrinate you with a pre-determined viewpoint while giving you the impression that your input was taken and that you crafted the plan. This is manufactured consensus. Regional governance is the stepping stone to global governance.
You might see UN Agenda 21/Sustainable Development as an internet 'protection' law like Bill C-30 in Canada--supposedly designed to protect children from internet predators--a domestic spying bill. When the same sort of thing was announced in the UK objectors were accused of having something to hide.
Where else would you find it? Agenda 21 looks like Smart Meters and the Smart Grid forcibly installing meters on your home or, if you're lucky, charging you not to do that. You'll see the Happiness Index, which is a mental health assessment that is being conducted without parental consent. Or how about genetically modified crops being sold without your knowledge? Carbon taxes are beginning to wend their way into your life, slowly, and you'll find that you'll be paying more to fly or to drive (vehicle miles traveled taxes) until you can't afford it. Asset based community development will measure your willingness to volunteer and eventually penalize you if you don't.
You'll see Agenda 21 as 'green jobs' that don't materialize unless mandated and paid for with your taxes or fines; green energy loans that enrich a few manipulators; non-recourse loans for green energy---like Solyndra and all of the other solar panel companies that took the money and ran. Let's not forget about land use restrictions that change the game right in the middle, right after you've spent every penny you had on a dream that evaporates in fees, fines, penalties, and studies.
The truth is that there is no Switzerland in this fight. No easy way out, no Shangri-La that you can run to. You can stand tall and know that when the time came, you were right here, where you should be. Standing up for yourself and the future of your world. Because you don't buy the rhetoric that says that if you don't give up your rights you'll kill the planet. You understand that the environmental movement has been hijacked. And you know that it isn't sustainable to suck the life out of people and turn their world into a museum--or a gulag. You also understand that global governance is a recipe for the destruction of individual liberty, and that is not the legacy you will leave this world.
It's better to engage in this struggle now than to wait. Every one of us needs to educate ourselves and each other and join in. We don't know what it will take to reach critical mass on awareness, but it looks like 2013 will be the year that we achieve it. Throwing the blinders off and having the courage to dissent is far more than our duty. It is our life. Rosa Koire is the executive director of the Post Sustainability Institute.
