Read the following carefully. It is the blueprint for the disintegration of established systems, and you are seeing it all around you, now. This article is specifically about the educational system but it applies to every aspect of our cultural, political, economic, and environmental systems. Second order changes are in progress right now, and that is why nothing seems to make sense.

THE 1990–91 (WINTER) ISSUE OF OUTCOMES, an educational journal devoted to discussion of Outcome-Based Education and the problems associated with its implementation (teachers’, administrators’ and community resistance) published a remarkable article entitled “Paradigm Change: More Magic than Logic” by John C. Hillary.
The reader should remember that the manipulation of classroom teachers and administrators discussed in this article is standard operating procedure in most schools undergoing “restructuring.”
Excerpts from Hillary’s article in Outcomes follow:
The deeper changes that frustrate leaders and threaten followers are planned second-order changes.... These changes intentionally challenge widely shared assumptions, disintegrate the context of “organization” and, in general, reframe the social system. This, in turn, generates widespread ambiguity, discontinuity, anxiety, frustration, confusion, paranoia, cynicism and anger as well as temporary dysfunction. Such trauma often builds to the point that leaders abandon their efforts.
The most disruptive changes—second order changes—on the other hand, call into question the entire context of organization. Such multidimensional changes not only challenge the content of each domain but also disrupt the alignment among them. Paradigm change is therefore not only traumatic in and of itself, but also challenges other attributes and disintegrates the relationship among all domains. The eventual outcome of such change is “transformed” or “renewed” organization.
The new vision for schooling suggested by contemporary educators represents a significant “second order” challenge to school organization.
The leader of planned second order change will be regarded as out of context by the organization. If he thinks and behaves in accord with a vision that
requires second order changes, he has no choice but to violate or challenge the established culture, mission/purpose, and paradigm of the organization.
From the existing frame of reference, such behavior will be seen as illogical. Powerful and pervasive psycho-social forces will bear down on the renegade in a relentless organizational effort to bring him back into alignment. Unless the leader succeeds in progressively bending the pervasive frame, persistence is increasingly risky.
During second order change, the organization must face and hopefully pass through a period of widespread psychological ambiguity, social disconnectedness and general confusion....The requisite disintegration of the existing culture, mission/purpose, and paradigm disrupts the organization’s frame of reference. During this time, there is little or no clear and consistent context to guide the thinking and behavior of members. In social systems, this condition produces dysfunction, anxiety, frustration, disequilibrium, and systemic chaos.
The instigator of second order change must consistently behave in ways that will not make sense when framed by the existing context. With time and leadership, the organization environment must move from initially and
naturally selecting against the innovation to selecting for the innovation.
The extinction of the old way of doing business is the desired outcome. Hence and with time, the risk should gradually shift away from the innovator and toward those who persist in holding on to “the way it’s always been.”

In Sebastopol, California, the City Council has just passed an emergency ordinance that classifies the installation of Smart Meters as a misdemeanor offense punishable by a fine of $500. Yes, the INSTALLER would pay the fine! The Police Chief has announced that if called to the scene of an installation he will enforce the new ordinance.The California Public Utilities Commission is in the process of deciding whether it will permit whole municipalities to opt out of the installation of the meters. According to Sebastopol's City Manager, about 50 cities in California have adopted similar ordinances, including Berkeley and Santa Monica.READ MORE HERE
We have an opportunity in 2013 to expose and stop UN Agenda 21 in our cities and towns and we must do it. We need to educate ourselves and others to recognize UN Agenda 21/Sustainable Development when we see it.
Remember: GLOBALIZATION IS THE STANDARDIZATION OF SYSTEMS THROUGH INVENTORY, MONITORING, AND CONTROL.
When you see uniformity in data mapping whether it's in education (Common Core), or health care (human genome project), or telecommunications, or energy (Smart Meters), land use, surveillance, law enforcement, or financial institutions and it is linked to your social security number or personal identification, YOU ARE BEING MINED FOR INFORMATION.
Often this information is gathered with your cooperation. Withdraw your participation. Refuse to make your personal data available. The lie is that you own it. The reality is that your information is made available to private corporations, governments, universities, non-profit organizations and others who either buy it or lay claim to it through UN Agenda 21's commitment to data sharing.
The idea that information is private has evaporated in the technological age. We are in the era of Total Information. What that means for you is loss of ownership and control of the most vital elements of your existence. This is not an exaggeration. Your genes have been mapped. Your personality factors are being evaluated for terrorist tendencies. Your communications are being stockpiled. Your history is being compiled. You are being profiled. This is UN Agenda 21/Sustainable Development.
Let's make 2013 the year that we work together to spread awareness of UN Agenda 21. We will inform our elected officials. We will speak out to block laws and regulations that implement UN Agenda 21. We will hold elected officials accountable to our constitution. We will refuse Smart Meters. We will expose ICLEI in our cities. We will fight regionalization. We will refuse to cooperate with data collection and monitoring. We will commit to exposing and stopping UN Agenda 21/Sustainable Development locally. We will reach critical awareness by every means available to us. We will stand strong.
This is our year. 2013. We will prevail.
BE THE RESISTANCE.
This is a graphic expression of one of the many Happiness Indexes floating around on the web. Green is happy, red is miserable. Looks like the Central Americans, Ecuadorans, and Mexicans have the lock on happiness from this map... Have they had any school shootings? Or just wars and drug violence?
Everyone is asking 'Why are these kids going crazy and shooting up schools?'
Let's consider some potential reasons.
For the last 20 years, with increasing frequency and intensity, children have been taught that the planet is dying and that they are the cause.
They're also taught that they have the power to save the planet.
Considering the fact that children are the most powerless of all people, this is an irresponsible thing to teach a child. The pressure and responsibility of saving the planet is fierce.
Children are fearful, stressed, and learning non-violent communication at the same time that they are playing violent computer games. They are told that everyone is equal but that they are bad (unfair) if they have more than someone else. They're taught that bullying is bad and then they're uncertain about exactly what they can say and what they can't. Children are taught to trust community, and are also told that there are people who would steal them away--strangers who look just like everyone else.
Children are taught sustainable development principles from the time that they're in kindergarten. These principles are in every course and continue on until post-graduate school. I was sent a book that is used in third grade: Rethinking Mathematics. This book teaches students that every point of view is valid and should be considered, even when it is mathematically incorrect. Is two plus two equal to five? Let's give that some consideration because no one should be made to feel wrong. What this does is to destroy certainty. Mathematics is beautiful because no matter how many times you do a calculation, if it's done correctly you'll get the same answer every time. Certainty. The joy of certainty is destroyed for children, and rigidity is substituted in its place. Rigidity in thinking 'sustainably.'
Just like most people, children are on drugs. Mind altering, psychotropic drugs that many of them expect to be on for the rest of their lives. Many of these anxiety drugs have 'side-effects.' What is a side effect? The risk that psychological collateral damage may result from taking something to make you feel better---it's a mind-altering Russian roulette.
And sometimes the guns are real.
The world is a dangerous place. Artificial scarcity, panic over global warming, fear that farmland and water sources are disappearing--all of this is UN Agenda 21/Sustainable Development. Fear is a vital element of this plan. Panic is necessary to block your ability to think clearly and to question. You must act. How can you be happy when you're taught that children are starving in Ethiopia and baby wolves are being killed and it's because you're using too much water when you're brushing your teeth? Children are being used as levers to change society and manipulate their parents.
UN Agenda 21/Sustainable Development is the green mask--the vision of the glorious future. The joy of future sustainability--how beautiful it will be when we all ride bikes and take the train and live in apartments on the train line and work at non-profits that operate on the Triple Bottom Line: Planet, People, Profit. We will no longer think about gross national product; we will think about our Gross National Happiness. Oh, glorious day when we will beat our swords into plowshares and return to peasantry. Oh, the Neo-Feudal state we will enjoy when 'education' is openly and totally about behavioral modification and training.
We are there. This is the state of the 'educational system' now with Direct Instruction, Common Core, Mastery Learning, Outcome Based Education. Children are being manipulated. Their open and impressionable minds are being taught to think in consensus, to be manageable and measurable and predictable and to answer the question the right way and to value sustainability above all else or the planet will die. They must be HAPPY. It's the New Poverty! It's the Peace on Earth! You must analyze every feeling and then share it with everyone in your class, children, because how will we know that you're HAPPY?
Children are being driven insane in schools.

Musing on the question posed by Ernest Hancock at Freedom's Phoenix: Should one stay and fight or flee? This is my article for his magazine:  As you can imagine I've thought about this a lot. It's a bit like asking whether you'd like to eat a nice meal or dig a ditch. Of course you'd rather eat, but there's that work that must be done.
In the case of fighting to expose and stop UN Agenda 21/Sustainable Development in your city and nation, the truth is that there is nowhere to go that isn't implementing it, now. UN Agenda 21/Sustainable Development is the action plan implemented worldwide to inventory and control all land, all water, all minerals, all plants, all animals, all construction, all means of production, all energy, all education, all information, and all human beings in the world. INVENTORY AND CONTROL. You won't see it called Agenda 21--it is a stealth plan in plain sight; a global plan that is implemented locally. When you're looking for it remember: Inventory and control.
We're not quite at square one anymore and people all over the world are speaking out and identifying what Agenda 21 looks like in their town. Whether it's called Horizon 2025 or PlanNY or OneBayArea, or Imagine Calgary or Hanoi Center Regional Plan 2030, it's the same plan. And the same Delphi mind-control technique is used to get you to accept the plan for regional governance: visioning. Visioning techniques are designed to indoctrinate you with a pre-determined viewpoint while giving you the impression that your input was taken and that you crafted the plan. This is manufactured consensus. Regional governance is the stepping stone to global governance.
You might see UN Agenda 21/Sustainable Development as an internet 'protection' law like Bill C-30 in Canada--supposedly designed to protect children from internet predators--a domestic spying bill. When the same sort of thing was announced in the UK objectors were accused of having something to hide.
Where else would you find it? Agenda 21 looks like Smart Meters and the Smart Grid forcibly installing meters on your home or, if you're lucky, charging you not to do that. You'll see the Happiness Index, which is a mental health assessment that is being conducted without parental consent. Or how about genetically modified crops being sold without your knowledge? Carbon taxes are beginning to wend their way into your life, slowly, and you'll find that you'll be paying more to fly or to drive (vehicle miles traveled taxes) until you can't afford it. Asset based community development will measure your willingness to volunteer and eventually penalize you if you don't.
You'll see Agenda 21 as 'green jobs' that don't materialize unless mandated and paid for with your taxes or fines; green energy loans that enrich a few manipulators; non-recourse loans for green energy---like Solyndra and all of the other solar panel companies that took the money and ran. Let's not forget about land use restrictions that change the game right in the middle, right after you've spent every penny you had on a dream that evaporates in fees, fines, penalties, and studies.
The truth is that there is no Switzerland in this fight. No easy way out, no Shangri-La that you can run to. You can stand tall and know that when the time came, you were right here, where you should be. Standing up for yourself and the future of your world. Because you don't buy the rhetoric that says that if you don't give up your rights you'll kill the planet. You understand that the environmental movement has been hijacked. And you know that it isn't sustainable to suck the life out of people and turn their world into a museum--or a gulag. You also understand that global governance is a recipe for the destruction of individual liberty, and that is not the legacy you will leave this world.
It's better to engage in this struggle now than to wait. Every one of us needs to educate ourselves and each other and join in. We don't know what it will take to reach critical mass on awareness, but it looks like 2013 will be the year that we achieve it. FLOOD OF WATER RESTRICTIONSBuried deep in the bottom of an article about Water Agency funding in a small town newspaper in California we find the wave of the future---Do-It-Yourself Cap and Trade. Really, you must brace yourself for the full implications of this program. First, allow yourself to contemplate a system in which a government agency, Sonoma County Water Agency, providing 352,000 people with water, will accept a grant from a non-profit organization. The California Water Foundation* which 'supports investment in sustainable management of the state's water supply' is in the process of finalizing a $255,000 grant, some of which would go towards this:Launching a pilot program that would allow the sale of efficiency credits between customers who come in below their normal water usage and those who exceed their threshold.Should we say that again? Customers who come in below their normal water usage will sell their 'efficiency credits' to those who exceed their 'threshold.'Did you get that? Those customers who exceed their allotment of water will have to buy credits from those who do not. Cap and trade for the average user of water. Will you buy water through an exchange? Will you bid on credits through a third party? Will you go to an auction where you struggle to acquire enough credits to water your garden, or take a shower every day? This is not an exaggeration. Just as Cap and Trade is being developed at the state-wide level in California to establish a market for carbon-based emissions, this program will establish a 'local cap and trade for water.' Penalties and credits for water usage. Yes, Sonoma County, known for 100% membership of cities and the county in ICLEI, known for having a County Supervisor (Valerie Brown) on the National Board of ICLEI, will now be known for creating a pilot program in individual cap and trade for a substance fundamental to sustaining life.WATERSHED REGULATIONSThe Sonoma County Water Agency has put out a publication in which they say that every part of the county is in a watershed. This concept of expanding the idea of watersheds until it includes every property in the United States and beyond is catching hold. Right now 40% of the continental United States is considered to be in a watershed, and that percentage is growing. Water run-off, drainage, in urban areas is being regulated and is giving Planning Departments the justification for denying building permits based on 'streamside thresholds.' The translation for this term encompasses any property, fully developed in an urban area or not, that stands in the way of rainwater moving toward some collector stream or body of water. In Marin County, CA, any property owner who might wish to, for instance, build a garage on her suburban hillside property, will find that the local planning department will not allow that until it has mapped the direction of run-off on that hill. These maps are created when the property owner applies for a building permit and are paid for by the property owner at that time. In other words the property owner has no way of knowing whether she'll be able to build that garage until she pays for the study. The study establishes streams in fully developed urban areas where the 'stream' is the way that the rainwater finds its way through your property. Because these rules only affect one property owner at a time and only when he or she tries to get a development permit most people are unaware that the rules have changed.
Whether you're watering your yard, or taking a bath, or building a shed you will find UN Agenda 21/Sustainable Development flooding into your life and drowning you in regulations, fees, and penalties. This is how you are driven out of rural and suburban areas. This is how you are priced out of your single family home. This is how you end up in Smart Growth. This is how you lose your business. This is Agenda 21.

Think about that and then look around you.
Globalization is standardization of systems. In order to have a single government, all of the systems have to be the same. The systems have to be the same so that they can be monitored, measured, and controlled, all at once. Uniformity is a requirement.
Systems. What are they? Every aspect of your life is managed by this action plan: UN Agenda 21. A system is a structure, a framework that orders activity and allows for the observation, management, and manipulation of it.
Schools systems are being standardized through Common Core, Mastery Learning, Outcome Based Education, Direct Instruction--many names for the same thing: Skinnerian (B.F. Skinner) International Curriculum. See Charlotte Iserbyt's book 'Back to Basics Reform Or...Skinnerian International Curriculum. Education is the basis for every change we've seen in our culture and government. Without indoctrination and destruction of the ability to think independently this plan could not succeed.
Smart Grid. Another system--the energy and water in the world is being connected via microwaves to a central control. Your life, your water, your information, your energy, is being connected to the Grid. Your freedom to gather your own information sources and analyze that information is in danger. Your access to water and energy is under threat. Standardization of systems.
Government. All cities, counties, states, and nations are being 'regionalized' now. Jurisdictional boundaries are being disregarded. Regional plans are being rolled out that are all the same. Representative government is being phased out and replaced by regional boards. All the same, all over the world.
Law enforcement. Fusion centers are being established all over the world. They are exactly what they seem to be: Central command centers that 'fuse' all law enforcement agencies through sharing information. They include local law enforcement right up to Interpol. Information is being analyzed, shared, stored, and used to identify POTENTIAL criminals in the name of 'combating terrorism.'
You get it. Now, let's look at something important. ICLEI, International Council on Local Environmental Initiatives, the parallel government masquerading as a mere purveyor of greenhouse gas monitoring software, is a key driver in globalization. ICLEI, a private membership organization, is structured like the United Nations. It has Regional Executive Committees representing the nine regions of the world, the ICLEI Council made up of all of those on the Regional Executive Committees, and then the Global Executive Committee. ICLEI is lying about its membership on its website. It really has over 7,800 city members in the world, not the 1,200 it claims to have. ICLEI is misleading the world about the extent of its power.
Who sits on ICLEI's Global Executive Committee? One member is the Organization of Islamic Capitals. Islam is a standardization of systems. Central law which is the same in all nations: Shar'iah. UN Agenda 21/Sustainable Development does not allow for dissent. Neither does Islam. UN A21/SD uses the Delphi technique to propagandize populations and create a cult-like adherence to itself. You'll observe that behavior in Islam as it is clearly identified in this excellent video which I encourage you to watch. Stephen Coughlin is an intelligence expert on the Middle East and has briefed the US Joint Chiefs of Staff and high level legislators and officials on Islam. Notice
that in his presentation Coughlin is proving that through the limitations of political correctness that Military Intelligence has placed on itself, it is unable to identify the enemy. He clearly states that the term 'human rights' means 'rights of Moslems only' when it is used by the Organization of Islamic Cooperation. 'Acts of terror' are only considered violations of Islam when committed on Moslems. He notes that Secretary of State Clinton assured the Moslem world that the communitarian technique of shaming and pressure would be used on Americans who offend Islam.--implying that our first amendment right to free speech is abridged. As you watch this video consider the implications of what you see in the context of UN Agenda 21/Sustainable Development. You may agree that Islam is a perfect system for the implementation of social equity under UN Agenda 21/Sustainable Development.
